Russia attacks Kyiv’s critical infrastructure, several missiles shot down
Russian forces struck critical infrastructure facilities in Kyiv early on 31 October, causing power outages and interruptions to the water supply in some parts of the capital. Ukraine’s air defence forces shot down several Russian missiles.

Quote from Klychko: "Part of the capital has been left without power as a result of strikes on critical infrastructure facilities. There is no running water in several of the city’s districts. All services are at work. More details later."
Updated at 09:30: Klychko reported that crews of technicians were working to restore power supply following the Russian attack on an energy infrastructure facility that supplies power to around 350,000 households in Kyiv.
Updated at 09:48: Andrii Niebytov, Head of the National Police in Kyiv Oblast, reported that Ukraine’s anti-aircraft gunners shot down several Russian missiles in Kyiv Oblast. However, several buildings were damaged as a result of Russian attacks; he added that there were casualties. Rescue workers and police officers are working at the scene.
Updated at 10:10: Oleksii Kuleba, Head of Kyiv Oblast Military Administration, reported that part of Kyiv Oblast was left without power as a result of damage to energy infrastructure. Technicians were working to address the consequences of the attack. Kuleba called on Kyiv residents to prepare for a prolonged blackout and the need to limit the use of power.
Preliminary reports indicate that one person sustained injuries as a result of the Russian attack. Several private houses were damaged.
Updated at 11:05: Kuleba said during the national joint 24/7 newscast that two people sustained injuries; one of them has been hospitalised with serious injuries.
