In Russia’s Belgorod Oblast, an electrical substation was damaged as a result of shelling, as local authorities claim; there are interruptions in water supply and blackouts.

Details: He stated that a direct hit by a shell caused a fire at "one of the industrial facilities" of Shebekinsky District. There is one victim.
Updated at 20:44: The governor reported that the substation located next to the industrial facility was damaged by shells.
"Due to this, a number of customers lost power, and some water supply and wastewater services experienced outages", Gladkov added.
