Details: The collaborator states that all divisions and ministries of the so-called "civilian administration" of Kherson Oblast are moving to the left bank of the Dnipro [river].

Saldo has also added that entry for civilians to Kherson Oblast is closed for a week.

What happened before: Representatives of the occupation "administration" of Kherson and the oblast have stated that they plan to remove approximately 50,000-60,000 residents from 4 right-bank districts of the oblast to the left bank of the Dnipro or to Russia due to the alleged preparation of a counteroffensive by the Armed Forces of Ukraine.

Background:

  • "Gauleiter" [Russian-appointed puppet leader/governor; a term that referred to German governors of territories occupied by the Nazis in WWII] Kyrylo Stremousov, one of the so-called leaders of the occupying "administration" of Kherson, has announced the preparation for an offensive by Ukrainian troops on the city.
  • Western military officials believe that the Ukrainian army can liberate Kherson from the Russian invaders as early as late October.
  • Volodymyr Saldo, the Russian-appointed puppet governor of Kherson Oblast, has appealed to the Russian leadership, asking for it to help evacuate residents from the region. The Russian Federation said that it would provide "free accommodation" to all persons coming to Russia from Kherson Oblast.
  • According to the General Staff, the Russians have begun the process of evacuating so-called state institutions from the occupied part of Kherson Oblast to occupied Crimea.
  • The Russian occupiers are taking collaborators and their families from Kherson to Russian-occupied Crimea.
