IAEA Director General holds talks with Foreign Affairs Minister in the "Kyiv Bunker"

Rafael Grossi, the Director General of the International Atomic Energy Agency (IAEA) held talks with Dmytro Kuleba, the Minister of Foreign Affairs of Ukraine, on Thursday about the situation at the Zaporizhzhia Nuclear Power Plant (ZNPP).

"In a Kyiv bunker with Ukraine’s Foreign Minister Dmytro Kuleba, we are making progress towards the establishment of a nuclear safety and protection zone around Zaporizhzhia Nuclear Power Plant," Grossi wrote on Twitter. 

Grossi said later in a conversation with journalists that he had discussed with the Russian side the issue of the detention of Ukrainian personnel at the ZNPP, calling such actions unacceptable. 

A few days ago Grossi met with the President of Russia Vladimir Putin in St. Petersburg.

Putin signed a decree last week declaring the Zaporizhzhia Nuclear Power Plant (ZNPP), captured by the invaders, will be given to Russia.

Since Ukraine does not recognize the annexation, this decision actually has no force. The IAEA also considers the station to be Ukrainian.

The situation at the ZNPP has been in the focus of attention since the beginning of August, when the Russian military began firing on the plant. Russia has rejected calls for the demilitarisation of the nuclear plant under the pretext of "protecting it" from provocations, and blames Ukraine for attacks.

After a short mission at the ZNPP, IAEA experts presented a report in which they confirmed that Russia had placed military personnel, vehicles and equipment in various locations at the plant. The International Atomic Energy Agency's board passed a resolution demanding that Russia end its occupation of the Zaporizhzhia nuclear power plant in Ukraine.
