PACE unanimously declares Russia a terrorist regime

The Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution calling the Russian Federation a terrorist regime.

Details: The resolution was adopted unanimously. Out of a hundred assembly members present, 99 voted in favour of the resolution and one abstained.

A resolution on the further escalation of aggression of the Russian Federation against Ukraine was presented during the PACE plenary session in Strasbourg on Thursday, 13 October.

The resolution states that "this aggression must be unequivocally condemned as a crime, as a violation of international law and as a major threat to international peace and security."

An amendment proposing to "declare the Russian Federation a terrorist regime" was introduced. During the voting, 79 assembly members supported the amendment, two opposed it, and one abstained.

An additional amendment calling for the provision of air defence systems for Ukraine was also included in the resolution.

PACE became the first international organisation to designate Russia a terrorist state.

Before the PACE vote, Ukrainian President Volodymyr Zelenskyy addressed the assembly via a video call, urging assembly members to support the resolution.
