Zelenskyy urges Western partners to give security guarantees before Ukraine joins NATO

President Volodymyr Zelenskyy is urging Ukraine’s Western partners to implement the Ukrainian proposals for security guarantees outlined in the Kyiv Security Compact.

"We understand that this [Ukraine joining NATO] requires the consensus of all members of the Alliance. We understand that it is necessary to reach such a consensus. And therefore, while this is happening, we propose the implementation of our proposals regarding security guarantees for Europe and Ukraine in accordance with the Kyiv Security Compact developed and presented to our partners," President Zelenskyy said in his address on 30 September.

"There are no alternatives to security. However, we need determination to guarantee it by signing Ukraine's application to join NATO on an accelerated basis," he added.

On 30 September, Volodymyr Zelenskyy announced that Ukraine had signed an application for fast-track membership of the North Atlantic alliance.

This followed Russian president Vladimir Putin’s decision to annex four oblasts of Ukraine based on the results of what were referred to as "referendums" by Russian propaganda.

On 13 September, the President's Office presented recommendations regarding the security guarantees that Ukraine wants, which provide for the conclusion of one multilateral agreement and several bilateral ones with guarantor countries. The recommendations provide that Ukraine continues to strive for NATO membership.
