Men not allowed out of Russia, document required from military enlistment office
It has been confirmed that Russian border guards at Tyumen airport [Tyumen is a Russian city, the centre of Tyumen Oblast and close to the border with Kazakhstan - ed.] are receiving lists of restricted conscripts from military enlistment offices and are prohibiting them from leaving the territory of the Russian Federation.

In order to cross the border, these categories of people need a document - a permit to travel from a military enlistment office, received at the place where the citizen is registered."

Those whose names appear on the lists will need to have a document from the military enlistment office when crossing the border.
Earlier, news outlet The Bell, citing sources in the aviation industry, reported that some men on the lists provided by military enlistment offices were unable to leave the country from airports.
Lists of people subject to military service have reportedly been sent to border crossings at airports and are being used to check the men who are of military age, and some of them have not been allowed to leave.
This refers not to all men liable for military service, according to reports, but to people to whom call-up notices have already been sent.
A source at one of the Moscow airports said that in his airport 20 men of conscription age had not crossed the border during the past 24 hours.
A source in another airport said that the first restrictions based on orders by military enlistment offices started to appear on the night of 23-24 September, with more arriving on Sunday, 25 September.
