Quote from Tymoshenko: "With electricity restored, there are opportunities for the quick return of administrative and banking services, local self-government and all other bodies related to the formation of the life support system of our citizens will be able to work effectively.
Finally, people will be able to live simply comfortably, forgetting about the need to light a fire for cooking or heating."
Background:
- The Armed Forces of Ukraine began their counteroffensive in Kharkiv Oblast in early September.
- On 11 September, the Institute for the Study of War reported that Ukrainian forces penetrated Russian lines to a depth of up to 70 kilometres in some places and reclaimed over 3,000 square kilometres of territory in the first days of September. This is more than what Russian forces had captured in all their operations since April.
- On 12 September, the analysts of the Institute for the Study of War also stated that the defenders of Ukraine quickly recaptured almost the entire territory of Kharkiv Oblast.
- Following that, there was no significant progress. However, on 18 September, the Strategic Communications Department of the Armed Forces of Ukraine reported that since Saturday [17 September], the Ukrainian military has been controlling not only the right, but also the left bank of the Oskil River in Kharkiv Oblast.
