Russia’s Rostov Oblast closed for entry and exit – General Staff report

Rostov Oblast in the Russian Federation has been closed for entry and exit in light of the mobilisation announcement.

Details: Persons who do not currently reside at their declared place of residence are being informed, through their relatives, to report [to military enlistment offices] within three days.
Personnel arriving at assembly points in Belgorod Oblast (Russia) are given a list of items they have to buy at their own expense, including warm clothes.
The training for those who have been called up so far began on 24 September at one of the Black Sea Fleet bases in Sevastopol.
In Svatove (Luhansk Oblast, Ukraine), call-up notices are served to persons over 18 years old. Some people, in particular truck drivers, are immediately sent to [the places of deployment of] military units.
In Zaporizhzhia Oblast (Ukraine), Russian occupiers make door-to-door rounds, forcing local residents to participate in the sham referendum. Such rounds are also aimed at identifying the places of residence of local men. The Russians have deployed a similar tactic in Luhansk Oblast (Ukraine).
Over the course of the past 24 hours, Russian invaders carried out 5 missile strikes and 12 airstrikes, as well as over 83 attacks using multiple-launch rocket systems (MLRS). The Russians also used attack drones to strike civilian infrastructure targets.
More than 40 Ukrainian cities, towns and villages came under Russian fire, including Kupiansk, Kramatorsk, Bakhmut, Krasnohorivka, Marinka, Kamianka, Kurakhove, Pavlivka, Zaporizhzhia, Nikopol, Ochakiv, Mykolaiv and Odesa.
There were no significant changes on the Volyn and Polissia fronts. On other fronts, the Russians continued to fire on military and civilian targets using tank guns, mortars and artillery:
- On the Sivershchyna front: areas in and around Oleksandrivka (Sumy Oblast);
- On the Slobozhanshchyna front: areas in and around Strilecha, Odnorobivka, Veterynarne, Hatyshche, Kamianka, Holubivka and Senkove;
- On the Kramatorsk front: Novoselivka, Shchurove, Siversk, Hryhorivka, Bilohorivka, Zakitne, Dibrova, Verkhnokamianske, Vesele, Rozdolivka, Ozerne and Spirne;
- On the Bakhmut front: Soledar, Bakhmut, Bakhmutske, Odradivka, Zaitseve, Klishchivka, Vesela Dolyna, Yakovlivka, Maiorsk, Nelipovka, Vyimka and Bilohorivka;
- On the Avdiivka front: Avdiivka, Opytne, Pervomaiske, Novomykhailivka and Paraskoviivka;
- On the Novopavlivka and Zaporizhzhia fronts, Russian forces used tank guns, mortars and tubed artillery to fire on over 18 cities, towns and villages, including Yehorivka, Pavlivka, Zaliznychne, Novoandriivka, Huliaipilske, Huliaipole, Uspenivka, Novosilka, Vremivka and Chervone;
- On the Pivdennyi Buh front, Russian forces fired artillery and mortar-launched bombs on over 27 towns and villages along the line of contact.
The General Staff has confirmed that a concentration of Russian military equipment in the industrial district of the city of Kherson was struck on 24 September. According to preliminary reports, Russia lists up to 10 pieces of military equipment there. Its personnel losses have yet to be confirmed.
The Ukrainian defence forces [collective name for all Ukrainian military formations involved in the ongoing combat in this country - ed.] repelled Russian attacks in the vicinity of Spirne, Soledar, Maiorsk, Bakhmut, Pidhorodne, Vyimka, Kurdiumivka, Zaitseve, Novomykhailivka, Pervomaiske, Kamianka, Pobieda and Pavlivka.
Ukrainian aircraft carried out 33 airstrikes, striking 25 areas of concentration of Russian military personnel and equipment and 8 anti-aircraft defence systems. Ukraine’s anti-aircraft defence units destroyed a Russian Su-25 fighter jet, a Mi-8 helicopter and 2 UAVs.
Ukraine’s missile and artillery units struck 6 Russian command posts; 12 areas where Russian military personnel, weapons and equipment were concentrated; 2 anti-aircraft systems; 3 missile and artillery systems; 6 ammunition storage points; and 9 other crucial targets.
