Destruction of critical infrastructure facilities put a heating season in the liberated Izium in Kharkiv Oblast in danger; part of its residents will need to evacuate for an upcoming winter.
Source: Volodymyr Matsokin, Deputy Mayor of Izium, at a briefing at the Ukraine-Ukrinform Media Centre on 22 September
Quote: "We are going to work with the Ministry, which is led by Mrs [Iryna] Vereshchuk [the Ministry for Reintegration of the Temporarily Occupied Territories]. Even before the city was liberated, it was known that part of Kharkiv Oblast would be evacuated. We are going to analyse the real situation, and [see] what we will manage to do in a relatively short period of time, how we will arrange electricity, gas, and water supply. But evacuation is inevitable."
Details: According to Matsokin, residents of the city are already asking for help to evacuate. All districts are provided with humanitarian aid. Situation with food supplies has been stabilised, but there is an issue with construction materials supply.
90% of the city’s central part and multi-storey buildings are fully or partially destroyed. The city’s private sector is in a better state, which is why it’s become more settled now, as Matsokin added.
Background:
- In August, it was revealed that mandatory evacuation had been planned to be announced in some parts of Kharkiv, Zaporizhzhia and Mykolaiv oblasts.
- Earlier, the Izium City Council reported that at least 1,000 civilians had died while under Russian occupation in Izium, Kharkiv Oblast, and 80% of the city's infrastructure had been destroyed.
