According to Ukrainian Intelligence, the Russians are failing at the mobilisation program in the occupied territories of Luhansk Oblast.

Source: The Chief Intelligence Directorate of the Ministry of Defence of Ukraine

Quote by the Chief Intelligence Directorate: "The occupiers are trying to mobilise men in the territories of Luhansk Oblast, which were occupied in 2022.

In particular, it was planned to gather 500 men in Sievierodonetsk, who were to replenish the 2nd Army Corps and units of the so-called "people's militia". The mobilisation program has currently completely failed."

Details: As the Chief Intelligence Directorate reports, the occupiers are also trying to mobilise men in the captured territories of Kherson Oblast and promise retirees some "tourist trips" [presumably trying to conceal the fact of future mobilisation this way - ed.].

Thus, at a meeting of local residents, which representatives of the occupation administration held in the village of Myrne, Kherson Oblast, with the participation of the Russian military, the issue of recruiting local men to the "people's militia" was discussed. The participants claimed that education, age, physical and moral conditions were not important.
