Minsk agrees on cooperation with occupied Sevastopol, despite not recognising annexation

Minsk and Sevastopol have signed an agreement on cooperation, despite the fact that Belarus has not recognised Russian-annexed Crimea as Russian territory.

Details: The agreement includes conditions for the export and import of goods, urban economy, cooperation in the fields of culture, education, science, youth policy, as well as "patriotic education".
Zerkalo noted that this event was not well covered in Belarus. For instance, the Minsk-Novosti news outlet had a one-line mention of the concluded agreement, while the press service of Sevastopol spoke about the meeting in detail.
The agreement was signed by Minsk Mayor Vladimir Kukharev, and Russian-appointed "governor of Sevastopol" Mikhail Razvozhayev. The latter had called the agreement a "historically significant moment". He pointed out that the negotiations with Minsk on this issue have been ongoing for a long time.
Background: Belarus officially "supports the sovereignty and territorial integrity" of Ukraine within its internationally recognised borders. At the same time, the self-proclaimed president of Belarus, Aleksandr Lukashenko, declared in July 2022 that he had de facto recognised the annexation of Crimea by Russia and, if necessary, would issue a corresponding decree.
