Quote: "The occupiers want to ‘buy’ the votes of the residents of Kherson Oblast ahead of their fake referendum. More and more institutions are emerging across the territory of the oblast where people are promised financial assistance of 10,000 roubles [in exchange for their vote – ed.]."

Details: Kherson Oblast State Administration notes that the Russian occupiers are also looking for premises to hold the pseudo-referendum and are training their media to dispense propaganda.

  • Earlier reports suggested that the Russians were failing in their efforts to collect passport data in the temporarily occupied territories, so they are increasing the scale of bribery of the population. The National Resistance Centre has described the Russian tactics as: "create a social crisis and then issue one-time payments of 10,000 rubles in exchange for a passport".
  • The Russian occupation regime in Kherson Oblast has created an "election commission" in preparation for the so-called "referendum" [on the ceding of Kherson Oblast to Russia – ed.], which they are intending to hold on 11 September.
