Vladimir Rogov, a representative of the occupying administration in Zaporizhzhia Oblast, reported that on the eve of the IAEA mission arrival, "Ukrainian saboteurs" were allegedly arrested in Enerhodar. Rogov claimed that they were going to commit a terrorist attack at the Zaporizhzhia Nuclear Power Plant (ZNPP).

Details: The occupiers claim that it was during the IAEA mission to the ZNPP that the so-called saboteurs were planning to commit a "terrorist attack" in order to "show that the situation is out of control, and Russia cannot guarantee security".

In the video published by Russian propagandists, the saboteurs are being held in a semi-darkened room. A soldier is seen leisurely approaching a person who is lying face down and shows no resistance, and starts hitting their lumbar spine (or pretending to do so).

Pieces of gear are also being shown and counted aloud; among them there are maps of some facility. Faces of the detained people are not shown but it’s clear that they did not offer any resistance.

Background:

  • On 31 August, the IAEA mission headed from Kyiv to the Zaporizhzhia Nuclear Power Plant where they are to assess  the situation and to establish a permanent mission. The occupiers gave IAEA 1 day to complete all the tasks.
  •  The self-proclaimed authorities of the occupied part of Zaporizhzhia Oblast announced that they will not issue special passes for the IAEA mission participants for them to get to the power plant quickly; but the occupiers added they had expected the mission to arrive on 1 September in the morning.
