The Russians are failing in their efforts to collect passport data in the temporarily occupied territories, so they are increasing the scale of bribery of the population.

Literally: "The occupiers’ tactics are very simple: create a social crisis and then issue one-time payments of 10,000 rubles in exchange for a passport.
The Russians had previously used this approach on pensioners, but on 6 July, they expanded the list to others eligible to receive 10,000 rubles.
In particular, low-income families, mothers with children under 3 years of age, and other socially vulnerable segments of the population can now receive money. People continue to be put under pressure to get Russian documents."
Details: It is also reported that those deprived of their liberty are forced to get Russian passports: "Prisoners are being subjected to psychological and physical pressure."
Earlier, the occupiers had begun to pressure the prisoners of "Northern Correctional Colony No. 90" to apply for Russian passports.
Reminder:
The head of the correctional colony, Yevhen Sobolev, went over to the Russian side and on 18 June his car exploded. The traitor survived, but he decided to be treated in occupied Crimea, not Kherson.
