Serhii Haidai, head of the Luhansk Oblast Military Administration, insists that not all of Luhansk Oblast territory has been occupied by Russian forces.

Quote from Haidai: "They wanted to capture Kyiv in three days, but in over four months the Russians have only been able to cover 30km in Luhansk Oblast.

Luhansk Oblast is not 100% occupied. Fighting in the border areas of the oblast continues. The orcs [Russians - ed.] continue to suffer losses."

Details: Haidai added that the Russian forces will continue to develop their offensive on Bakhmut and Sloviansk.
