Zelenskyy orders the cancellation of permits allowing movement for conscripts

President Volodymyr Zelenskyy has instructed Valerii Zaluzhnyi, Commander-in-Chief of the Armed Forces of Ukraine, to cancel the procedure for conscripts to obtain permits to move between oblasts of Ukraine.

Details: At a meeting with the military, Zelenskyy listened to Zaluzhnyi's report on permits for conscripts to leave the borders of their places of residence.
The President drew attention to the fact that the subject of state policy formation in this matter is the Ministry of Defence of Ukraine, and the government can limit the constitutional rights of citizens during martial law by its acts.
Zelenskyy ordered that the procedure adopted by the General Staff of the Armed Forces of Ukraine be cancelled in order to finalise it while maintaining the country's defence capability.
Background: The General Staff of the Armed Forces of Ukraine announced on 5 July that it had developed a Procedure for granting permission to leave the borders of the place of residence or occupancy to citizens of Ukraine registered with the military during martial law, because such permits are required by law.
Valerii Zaluzhnyi, Commander-in-Chief of the Armed Forces of Ukraine, had said that conscripts and those liable for military service who plan to leave their districts and regions must obtain permits from territorial recruitment centres during wartime.
President Volodymyr Zelenskyy was indignant that such decisions were made without him.
Yet the Verkhovna Rada of Ukraine has already registered a draft law on the free movement of conscripts, persons liable for military service and reservists through the territory of Ukraine without obtaining permission from the military enlistment office.
Reference: Paragraph 4 of Article 37 of the 1992 Law "On Military Duty and Military Service" states that in wartime it is forbidden for conscripts, persons liable for military service and reservists to leave their place of residence without the permission of the head of the respective territorial recruitment centre.
