Russia has adopted the draft law about special economic measures during the war in Ukraine

The State Duma of the Russian Federation has adopted the draft law about special economic measures during the so-called "counter terrorist and other operations" outside of the country’s borders at the first reading (Russia calls the invasion of Ukraine a "special military operation").

The deadline for making amendments before the second reading is 16:00 on 5 July. 

According to the draft law, the Russian government will obtain the right to introduce special measures in the economic sector in order to "support the Armed Forces of Russia, other armed forces, military formations and counter terrorist and other organs that conduct operations outside the country borders".

Such measures include, in particular, the temporary reactivation of mobilisation capacities and facilities, as well as the unbooking of material assets of the state reserve.

Establishing the particularities of the legal regulation of labour relations in individual organisations is also to be considered.

"These measures cover working overtime, at night, on the weekends and on holidays, and also the granting of paid annual leave," states Forbes.

The draft law also provides for the banning of legal persons – "regardless of their organisational and legal form and form of ownership" – from refusing to draw up contracts pertaining to government procurement or state defence procurement and acquisition.

"At this very moment, when the countries of the collective West are accumulating military presence on the borders with Russia and increasing sanctions pressure and the quantity of armaments they are providing Ukraine with, it is impossible to overestimate the adoption of such laws," claimed Yuriy Borisov, the Deputy Prime Minister of Russia, in the State Duma.

He states that the measures indicated in the document "are of temporary nature and will be implemented only for the period of conducting special and counter terrorist operations outside the borders of Russia".

"These amendments do not envisage the reorientation of the production capacity of businesses in civil sectors of the economy to meet the armed forces’ requirements. They do not oblige military-industrial complexes to terminate treaties signed outside the framework of state defence procurement and acquisition either," Borisov claimed.
