The occupying authorities of Kherson Oblast announced the creation of a government, appointing the vice-premier of Kaliningrad Oblast and former worker of the Federal Security Service of the Russian Federation Sergey Yeliseyev as the head of the puppet "Cabinet of Ministers."

Background:
- On 3 July, British intelligence reported that Russia is likely to carry out a pseudo-referendum for accession in occupied Kherson to try to legitimise its control.
- Today, the head of the joint coordination press centre of the Pivden [South] Operational Command, Nataliya Gumenyuk, denied the information of the mass media that the Ukrainian military is a kilometre away from the outskirts of Kherson.
