Ukraine is already implementing a system of monitoring and control of delivered weapons – Malyar

ALYONA MAZURENKO WEDNESDAY, 27 JULY 2022, 10:38 P.M.

Deputy Minister of Defence Hanna Malyar reported that Ukraine has several months ago initiated and implemented a monitoring and control mechanism for the weapons supplied to Ukraine, together with the participation of partners. Therefore any manipulations by the Russian Federation in this regard make no sense.

Quote from Malyar: "Western weapons in our hands are very painful for the Russians. Therefore, the enemy uses every opportunity to discredit the Armed Forces of Ukraine and undermine our partners’ trust in us.

Blocking the supply of weapons and dividing the international coalition supporting us is the goal of another, information front deployed by the Russian Federation.

The fingerprints of the Russian Information and Psychological Operations Centre are obviously on documents that accuse Ukraine of smuggling, resale, loss or improper use of weapons supplied to us by our partners.

To this end, Russia uses a wide range of tools of information influence: "opinion leaders" with ties to Russia, experts, the press, and politicians not only in the Russian Federation but also outside of it.

Details: According to Malyar, the more Western weapons change the situation on the front lines in favour of Ukraine, the more hysterically the Russian Federation will behave.

However, according to Malyar, all the efforts of the Russian Federation will be in vain.

Quote from Malyar: "Ukraine was the first to initiate this [monitoring system] for several months, and now, with the participation of Western partners, it is actively implementing an extensive system of verification and control of the weapons supplied to us.

These mechanisms have already been launched, and they will continue to improve over time.

In addition to international, state, and departmental mechanisms for monitoring the use of Western weapons, parliamentary control in this sensitive area has also been introduced in Ukraine."

Malyar added that:

  • Ukraine did not receive any requests or indications of distrust from the official state bodies of its partners.
  • Some allies have sent representatives to Ukraine to observe the use of the weapons provided by them.
  • Ukraine began to implement the NATO LOGFAS (Logistics Functional Area Services) accounting and control system back in 2019.

Currently, Ukraine has accelerated the process of implementing LOGFAS and is already preparing for the military use of this system.

The module of the SOTA information and analytical system for monitoring the supply of weapons to Ukraine from partner countries has also been rolled out and is being used.

It allows you to monitor new arms deliveries by status (for example, ready for shipment, on the way, or received by the Armed Forces of Ukraine) and enables donor countries to analyse arms deliveries over time, by periods of adoption, donor countries, compliance with NATO standards and classification according to Soviet weapons samples.

The deputy minister added that Ukraine uses every weapon wisely.

She said that Ukraine is interested in maximum transparency in matters of the supply of Western weapons.
