Russia’s representatives at Joint Coordination Centre for Ukrainian grain are headed by rear admiral

A Russian delegation headed by Rear Admiral Eduard Luyk is to work at the quadripartite Joint Coordination Centre (JCC) for the transportation of Ukrainian grain.

Details: The Ministry of Defence of the Russian Federation reports that, in accordance with the provisions of the "Initiative on mutual understanding regarding the safe transportation of grain from Ukrainian ports", the Joint Coordination Centre in Istanbul, Turkey, has begun its work.

"An advance group of Russian experts will arrive in Istanbul today and begin work in the quadripartite format. The Russian delegation is headed by Rear Admiral Eduard Luyk," the Russian Ministry of Defence said.

The Ministry said the main task of the Russian experts at the JCC was "the speedy resolution of all the issues necessary for the ‘Initiative’ to reach the stage of practical implementation".

The Russian Defence Ministry added that it is keeping the activities of the Russian representatives at the Joint Coordination Centre under special control.

Background:

  •   On 22 July, in Istanbul, Turkey, an agreement was signed on unblocking Ukrainian ports for the export of grain. Ukraine did not sign any documents with Russia directly: the "Initiative on the safe transportation of grain and food products from Ukrainian ports" was signed separately by representatives of Turkey, the UN and Ukraine, and separately by representatives of Turkey, the UN and Russia.
  •   On the morning of 23 July, Russia launched a missile attack on the port of Odesa where grain is stored, but hit a pumping station, causing a fire.
  •   This drew condemnation from Ukraine and its partners and further shook confidence in Russia's promises.
