The Russians are introducing their own rules in the occupied territories of Ukraine: this is evidenced, in particular, by news from Kherson and Luhansk oblasts.

Details: In Kherson Oblast, hostilities continue, as a result of which continually more settlements are on the verge of destruction.
More and more civilians suffer every day from explosions and shelling; livestock are blown up by mines; infrastructure that survived earlier attacks is destroyed; wheat fields and forests are burning.
Moreover, in Kherson, Russian occupiers began dismantling the monument to the Heroes of the Heavenly Hundred, and the destruction of monuments to the heroes of the ATO/Joint Forces Operation is also ongoing.
In Luhansk Oblast, the so-called "government of the LPR" [self-proclaimed Luhansk People’s Republic] adopted a resolution according to which pensioners are allowed to work on a temporary basis in the recently occupied territories.
The occupiers also issued "orders" about the creation of medical facilities: Lysychansk Central Multidisciplinary Hospital, Lysychansk City Psychiatric Hospital, Lysychansk City Dental Polyclinic, Kreminna Oncology Dispensary, Sievierodonetsk Central City Multidisciplinary Hospital, and others.
