Quote: "14 staff members of the electoral committee of Rostov Oblast [of Russia] have been sent to the Temporarily occupied areas of Donetsk and Luhansk Oblasts to prepare for a "referendum".

Nikolai Bulaev, the deputy head of the Central Electoral Commission of the Russian Federation, has been put in charge of the process. The activity of the electoral commission has been financed with Russian state budget funds."

Details: The intelligence reports that on 8-9 July, training for the preparation of the "referendum" on integration into Russia was conducted in Rostov. As of July, in the occupied Luhansk Oblast and the occupied areas of Donetsk Oblast 77 "polling stations" have been set up for conducting a "referendum".

Meanwhile, the occupiers are failing to prepare in time for "referendums" in the southern Oblasts of Ukraine. At the moment, there are no supervisors and no working group to prepare polling stations in Kherson and Zaporizhzhia Oblasts.
