The head of the Luhansk Oblast State Administration Serhii Haidai said that the Russian military had not blocked the Lysychansk-Bakhmut road and had not cut off Luhansk Oblast from the rest of Ukraine.

The Head of the Luhansk Oblast State Administration urged not to spread assumptions, but to trust only official sources of information.
"Have you thought about what will happen to the relatives of the service members who are defending the Luhansk region and the relatives of those who remained in the region when they read it? About being encircled?" Haidai asked.

The day before, on 24 May, Serhii Haidai said that the entirety of the Lysychansk-Bakhmut road was under fire; Russian infiltrators were working there.
According to Haidai, the Russians are advancing in the Luhansk region in all directions at the same time, Sievierodonetsk "was intensively bombed", and the settlement is "barely alive."
Since April, Russian troops have focused on capturing Donbas. On 25 May, the General Staff of the Armed Forces of Ukraine stated that the offensive on the Sievierodonetsk front was continuing.
