Petro Andryushchenko, adviser to the mayor of Mariupol, has said that the Russian invaders have changed the permit system in Mariupol and the Mariupol area from 21 May.

Quote from Andryushchenko: "Mariupol! This is important! From yesterday (21 May - ed.), the occupiers have introduced a new permit system in Mariupol and the Mariupol area."
Details: According to the mayor's adviser, from now on a pass is needed for cars and passengers in order to enter Mariupol. The pass is valid for three days, but it is single-use (i.e. you can use it only once).
Passes are issued by the occupiers’ Commandant's office at the filtration points in Manhush and Vynohradne. The waiting time for a pass is several weeks long.
To leave Mariupol by car, a car and passenger exit pass is required. The terms and rules of how this works are the same. The passes are issued in the so-called district offices of the DNR [Donetsk People’s Republic] Ministry of Internal Affairs.
Travel in the Mariupol area (without entering Mariupol) also requires a pass, which must be obtained in Manhush. That is, travel from Manhush to Yalta (or Urzuf) without a pass is impossible. The timeframe and procedures are similar.
A car pass is needed even for movement in Mariupol itself between administrative districts.
"For those who are going to enter Mariupol - remember that now it is a one-way street. For those who are going to leave Mariupol towards Zaporizhzhia, you have a few days before the complete closure of the road to Berdiansk," Andryushchenko concluded.
