Russian occupiers executing volunteers and isolating cities - intelligence

The Central Intelligence Directorate reports that the Russians are completely isolating occupied settlements from the rest of Ukraine, banning evacuations and preventing volunteers from entering.

Details: In particular, all occupied settlements of Velykyy Burluk district in Kharkiv region are currently blockaded. The only possible route out is to the territory of the Russian Federation.
There is an absolute ban on the delivery of humanitarian aid from the territory controlled by Ukraine. Locals have been warned that volunteers trying to deliver aid are being executed.
It recently came to light that volunteers travelling from the village of Shevchenkove had been executed. As of 20 April, there is no mobile connection in the area. Many settlements have been left without electricity.
ATMs are not operating, and food is being sold at significantly inflated prices. There is no medical care or supply of medicines. Roads, including dirt roads, are being mined.
