Background:

Russia's military leadership has threatened missile strikes on Kyiv if Ukrainians do not stop their alleged sabotage on Russian territory. They have cynically claimed they "have not done it before."

The Central Intelligence Agency of the Ministry of Defense of Ukraine warned on April 12 that the Russians planned to carry out a series of terrorist attacks in Russia in order to blame them on Ukrainians and find excuses for Russian army's brutality against civilians.

On April 13, Kyiv Mayor Vitaliy Klitschko warned those of the capital's residents who have evacuated from the city, that it was too early to return. The military personnel explained to local authorities that the Russians could still launch missile strikes on Kyiv, and that there were many mines and unexploded projectiles on the outskirts of the capital.

The governor of the Kursk Oblast claimed on April 13 that the Ukrainian army had allegedly fired on Russian border guards. On April 1, an oil depot exploded near Belgorod in Russia, allegedly as a result of an air attack by Ukrainian helicopters. In early April, Belgorod local authorities claimed that a "Ukrainian shell" had allegedly fallen near the city.

Russia has raised its "terrorist threat" level in a number of regions bordering on Ukraine.
