The Air Force Command was ready for war with Russia, so almost all equipment and personnel had been relocated before the attack.

Details: The statement pointed out that on the first day of the war, 24 February, Russian troops launched a massive missile attack on Ukraine, using Iskander ballistic missiles, "Kalibr" and X-type cruise missiles.
Quote: "The first targets of the aggressors were the Air Force: radar units, anti-aircraft missile forces, military airfields, flight control stations."
"They planned to destroy all state air defences at once. However, we had been preparing for such a scenario, so prior to the attack we successfully relocated almost all the military equipment and personnel, who have continued to operate in the current conditions."
Details: The Air Force Command called the reports of the Russian military leadership on the destruction of the entire air defence system of Ukraine nonsense.
