55% of Ukrainians blame the Russian government for the war and 38% also blame the Russian people

According to a poll, 55% of Ukrainians believe that the Russian government is to blame for the war against Ukraine, and another 38% blame not only the Russian government but the Russian people as well.

In relation to Belarus, 70% blame only the Belarusian government for [its role in] the invasion, and only 24% blame the Belarusian government and people."
Details: It is notable that in the southern and eastern regions, the Russian authorities and people are blamed less for starting the war against Ukraine than the leadership of the Russian Federation alone.
In relation to Belarus: in all macro-regions the vast majority (60% in the West compared to 80% in the East) blame the invasion solely on the country’s leadership.
The poll was carried out on 1 March 2022 by the polling agency Raiting.
1,200 respondents over the age of 18 from all areas of Ukraine were interviewed, except for the temporarily occupied territories of Crimea and Donbas.
Survey method: Computer Assisted Telephone Interviewing (CATI)
The survey’s margin of error is not more than 2.8%.
