The agency explains that, despite the sanctions, Russian business is finding workarounds and continues to operate in other countries. This means that the restrictions which have been imposed are not achieving their goal.

Therefore, the Ministry of Infrastructure proposes that the European Union completely block land and sea transport links with Russia and Belarus, that they make it impossible to transport goods and people to these countries through the European Union and across its borders, and ban customs services for goods delivered to these countries.

"In particular, these measures are necessary to stop the supply to the aggressor country of dual-use goods that can be used for military purposes," the agency said.

Background: The Ministry of Infrastructure is requesting the European Union to adopt two systemic decisions that will block trade with Russia.
