Oblast Road Services Attempt to Avoid Using ProZorro Procurement System

Road Services in Kyiv, Zakarpattia, and Cherkasy oblasts announced procurement totaling about ₴1.5 billion between July 27 and July 29, Ukravtodor [State Road Agency] press service reports.

This information became known thanks to the introduction of a system to control procurement in the agency. The monitoring revealed that the works are planned for 2016–2017 in Kyiv and Cherkasy oblast and for 2016–2018 in Zakarpattia oblast. The central office of Ukravtodor therefore concluded that the urgency of the announcement is not justified, which means there might be an issue with procurement transparency.

"While the official policy of the government and Ukravtodor is aimed at creating a procurement system that would be as transparent as possible, based on the principles of making procurement open and public, some oblast services openly disregard the instructions and orders," the message says.

Internal investigation of the reasons to annouce procurement for these projects by the old procedure has been started. As of August 1, the ProZorro e-procurement system became mandatory for all government tenders.
