NABU Investigates ‘₴300 Million Embezzlement by National Security Authorities’
The National Anti-Corruption Bureau (NABU) started investigating the alleged embezzlement of ₴300 million during the procurement of radio stations for national security authorities, Ukrayinski Novyny cites the decision of Solomianskyi District Court of Kyiv.
According to this decision, the NABU detectives conduct pre-trial investigation of the alleged abuse of power. The investigation established that the officials of the Defense Ministry, General Staff of the Armed Forces, National Guard and State Border Guard Service of Ukraine had abused powers and violated the tender procedure to procure overpriced radio stations Motorola from private company Dolia & Co Ltd. As a result, the state budget suffered a ₴300 million loss.
The investigators found out that the terms of reference for this procurement had been developed specifically for this company. The tender committee used formal reasons to decline quotes of other suppliers which could be more cost effective. Moreover, the officials allegedly used forged documents during this procurement.
In 2016, the national security authorities started procurement of radio equipment Lybid insisting that it can only be supplied by the same company Dolia & Co Ltd. However, the expert inquiry by the Chamber of Commerce ordered by the court proved that other companies could also supply it.
