State-Run Company ‘Falsified Riaboshapka Declaration’

The fake declaration of National Anti-Corruption Bureau of Ukraine (NAZK) member Ruslan Riaboshapka was not signed by a test key as was informed earlier. Instead, a regular digital key generated by the state-run company Ukrainian Special Systems (USS) was used, which is proven by the key number.

The key number was disclosed by Riaboshapka on Friday. Members of expert group on digital signatures confirmed that this key had been generated by USS and it was not a test key.

The screenshots below prove that this key was not a test one. Thus, it was issued by a state-run company based on fake documents or without any documents.

If the key is test, its certificate should specify it. However, the key used to sign Riaboshapka’s declaration has no such specification.  

Generation of a regular key requires personal authentication and ID check of a person. In this case, the USS certified a knowingly false key based on a non-existing individual taxpayer number.

Commenting on this development on his Facebook page, ex-Deputy Prosecutor General Vitaliy Kasko claimed that such interference in the system was a criminal offense, and the perpetrators should be brought to liability.

European Pravda informed earlier that the fake e-declaration of the NAZK member Ruslan Riaboshapka was uploaded to the system with test material showing that he had received ₴20 million from a fictional private company.

MPs Ivan Vinnyk and Anton Gerashchenko claimed that it showed how easy it was to hack the system. They also demonstrated screenshots which could be accessed only by those who entered fake data into the system.

Later on, the system developers stressed that the system had not been hacked, as a test key had been used.

According to the NAZK technical staff, the digital signature used to sign fake declaration of Riaboshapka was a ‘test one’ certified by the state-run company Ukrainian Special Systems.
