NAZK to Fully Launch E-Declarations on September 1

On August 18, the National Agency for the Prevention of Corruption (NAZK) changed the legal framework on e-declarations. In particular, it created grounds for the enforcement of the decision made at the Presidentially-chaired meeting on prompt launch of the e-declarations system.

"NAZK members decided to launch e-declarations in full capacity on September 1," NAZK Chief Natalia Korchak stressed.

At the same time, the most significant part of this decision concerns the change of the user identification procedure — NAZK cancelled banking identifications, which was a part of the terms of reference earlier. The only legitimate option for a state official is to receive a personal digital key.

"After this decision enters into force, the declarants who registered through remote identification modality using bank client data have to receive a personal key — a digital signature certificate," the NAZK decision reads.

The previous terms of reference provided for user identification through BankD, because it was anticipated that up to one million officials would submit their income declarations in 2017, and the government would not have enough capacity to provide a digital signature for everyone.

Persons who submitted their declarations earlier have to review their data and fix any deficiencies by September 7, the NAZK press office explained.
