Cabinet of Ministers Launches New E-Workflow System

On Monday, August 15, the government introduced electronic workflow at central executive authorities and is hoping for a 50% increase in document exchange, Minister of the Cabinet of Ministers Oleksandr Sayenko told Ukrinform.

Sayenko says that quicker movement of documents in the system from the point of registration to the implementing body will allow for faster reacting and decision-making. The next step would be electronic agreement on regulations, which would increase the speed of the work of the government to a great extent.

From now on, the Secretariat of Cabinet of Ministers is not accepting any paper letters from the central executive authorities. They will submit all documents in electronic form, and these documents will be stored for five years.

The new rules do not include the documents with restricted access, on financial transactions, related to human resources, documents with personal information, require notarization, or confirm property rights. Other types of documents that are not included are documents related to court disputes, appeals from the citizens and city district administrations, incoming correspondence that is not obligatory to register, and documents that according to the law can’t have their originals in electronic form.

"At this stage, we are not hoping to decrease the cost, as we have spending related to improvement of software, but in the future we will be able to save large sums of money," Sayenko said. According to him, the new system means not only cutting the spending on paper, but primarily cutting time spent working with the documents, optimization of office work, and increasing the effectiveness of employees.
