State Bodies at Loggerheads Over E-Declaration System Launch
On Saturday night, the State Service of Special Communication and Information Protection of Ukraine (SSCIP) officially submitted to the National Agency for the Prevention of Corruption (NAPC) its conclusion on its refusal to certify the state officials’ assets e-declaration system that had been announced on Friday, Deputy NAPC Chief Ruslan Riaboshapka informed.
SSCIP made this conclusion ‘classified information’, meaning that it cannot be given to Miranda – a software development company – to fix the highlighted issues, Dmytro Chaplynskyi, World Bank adviser, told European Pravda.
Riaboshapka confirmed that the submission was made secret. The NAPC also claimed that the SSCIP comments, which actually suspended the launch of the e-declaration system were trivial.
On Saturday morning, the SSPIC promised to grant Miranda access to their comments. In particular, its Chief Leonid Yevdochenko was positive about cooperation between Miranda and the SSCIP on correcting the issues.
As European Pravda informed earlier, the start of the e-declaration system is a prerequisite for the IMF tranche and visa-free regime with the EU.
The EU officially stated that Ukraine was expected to launch e-declaration in its full capacity by August 15. The UN was also concerned with the delay of the launch allegedly due to ‘security reasons.’
