NAPC Chief: E-Declaration System Cannot Start without State Communication Service Approval
National Agency for the Prevention of Corruption (NAPC) Chief Natalia Korchak said electronic income declarations would not be collected from state officials until the certificate on information protection is issued. She stated this at an NAPC extraordinary meeting on Saturday, August 13.
At the same time, she also informed that the previous NAPC decision on the unconditional launch of the e-declaration system starting August 15 was still in force. Deputy NAPC Chief Ruslan Riaboshapka also claimed that the system could not be launched without the certificate. However, the NAPC did not explain how this inconsistency would be sorted out.
On Friday, August 12, the State Service of Special Communication and Information Protection of Ukraine (SSCIP) refused to approve the system of collecting and processing of electronic income declarations of state officials.
President Petro Poroshenko announced earlier that the obligatory electronic declaration of the property and funds of officials will be launched on August 15, as planned.
As European Pravda informed earlier, the start of the e-declaration system is a prerequisite for the IMF tranche and visa-free regime with the EU.
The EU officially stated that Ukraine was expected to launch e-declaration in its full capacity by August 15. The UN was also concerned with the delay of the launch allegedly due to ‘security reasons.’
