Defense Ministry Advisor: We Were Wrong to Doubt New Leadership Team

Advisor to the President Yuriy Biriukov said that they have introduced two systemic changes into logistics at the Ministry of Defense.

The first change is the implementation of the ProZorro system for procurement at the Ministry of Defense. The second change is canceling of Resolution 1444 of the Cabinet of Ministers, which gave the Ministry of Defense the right to autonomously identify the needs of the service personnel [for supplies].

Biriukov says that they also have many more smaller-scale results. However, he thinks that in case of the change of leadership and introducing a new minister or a new presidential advisor, all this work can be easily reversed.

"I must admit that ‘they’ have been winning this fight so far… It is my fault and the fault of all of us — we did not believe that many ‘new’ faces will be the same as ‘old’ faces." He concludes that the achievements in reforming logistics have been very small, but his team has not lost the wish to move forward despite the obstacles.
