Какие законы -- такое и государство. Если законы ясные, понятные и не допускают двусмысленности, то они не допустят и коррупции. Закон это СЛОВО и именно в начале оно должно быть. В начале любого государства. Если законы идут против естественного развития общества, то и государство приходит в упадок. В Раде сидели коррупционеры, вот и издавали законы "под себя" и вот к чему всё это привело...
